v1.04 update

i hope you and your family are healthy during the pandemic!

•changed loopy's framerate from 60 to 30. the higher framerate was causing up to 10% cpu usage and some computers' fans would speed up unnecessarily. you should see little to no change of performance other than lower cpu usage.

•fixed the window position so it can be saved and restored on a secondary display.

•fixed changing the volume with the mouse wheel then entering the menu makes the menu vanish seconds later.

i'm not sure what is to come for loopy other than maybe a bug fix or two. i haven't received any feedback or feature requests, and it serves its purpose well enough. let me know if you use loopy and how it could be improved?
